Brian, if she comes home the government will try to collect any outstanding debt so maybe that is what's keeping her there even though it's better here. Or so she says. I am continually amazed at the number of people both sides of the border who think the government has money. Therefore screwing the system isn't wrong since it didn't come out of your pocket or mine. Wrong! Maybe you could talk her into moving to France. They're really messed up.
The $250 a day is based on the likelihood that she will need care due to the ailments she has and her age so yes it becomes prohibitive. The insurance is purchased through private carriers.
As to the Sky-Diver, if you qualify for Provincial health care then they are responsible to the amount that the same care would cost at home. She had out of country insurance but it did not cover extreme sports so she is on the hook for the difference. She was up to $500,000.00 and the government decided to bring her home to limit her exposure but they are now trying to collect the cost of the flight. Yeah for the government. And no, neither your government or mine require that we purchase coverage before we leave home. The consequence of not doing so could be disastrous and yet people 'take a chance.' I expect they are those who have nothing to loose in the first place so we all suffer for their foolishness.
