Yes the tag end will swing out when it is just put on. What I do is, I cast and when they cool by evening I patch watching the news or a good western and I have .40 cal. pistol bullet trays I find at the range that hold 50 rounds. These are perfect for holding cast bullets and when I wrap them I put them in the Styrofoam pistol bullet trays twisting them to tighten up the tag end and hold the under wrap under the bullet. After a day in that tray with other trays on top the weight will flatten the under folds tight and the tag end will be like a wet patched bullet. Even when I load as I patch makes no difference, just twist the patched bullet between your finger like Bill said above and twist it right into the case.

Long before I acquired a digital, computer-driven powder-drop, I used a little, plastic Lee dipper that I would dip into loose BP that had been poured into a glass bowl, then poured into the balance-beam pan. Took all day to get a box of cat'ridges ready to go, LOL

Yes Jim and I still do it the old way but the Lee dippers are not big enough 
this is what I used and still do. One is cut for volume the .50 and the other is for the 90 and it don't matter if it was C&H or Dupont or Goex.A guy gets a little spoiled using the modern drops and they are nice and efficient to work with when you have a large volume of cases to fill going to several shoots a thousand miles from home so you don't have to get out the 310 tool to reload
When the pan is filling I can seat a wad compress cut a lube wad and another wad and the cycle starts all over again.
Using the pacific balance beam that thing would rock a long time before it settled down, then came the oil damper, then the magnetic damping.
But you know the dippers in a bowl and screed off the unsettled dropped just as close after tapping the side and if it was light reach in that bowl and take a pinch of powder like you would salt to sprinkle on your potatoes.
Yes time has changed. The new Sheels 1500 powder drop will be here today. Their no BS warranty is great. Give me the broken one and I give a new one and they wont even ask what happen to it.
RCBS used to do this.

I have a backup digital measure, and if that fails, I can go back to the Lyman 55, or the other mechanical powder drops.. But dang I hate to think about it..
I used to pour the charge from the powder horn to the measure, and then pour to the case.
