there must have been machines operating prior to this.
note alo the use of gum Arabic to stick the patch on.

there is a later patent for a borchardt machine in 1882, where he uses mucilage instead of gum to stick the patches.
I cannot ge a link to work, but search for borchardt bullet patching patent 1882 and you will find it.
