I shoot .38 paper patched bullets in two highwalls. One is a 1:14 twist Badger and the other is an RKS gain twist ending in 1:14. I'm breech seating a .363" diameter 1.29" long Brooks elliptical bullet patched with 8lb Seth Cole paper. That fits well in both of my rifles and accuracy is excellent at 200m.

I went with 1.29" as more than a few guys, including Michael Rix, advised me to keep it at 1.3" or less for my twist should I try to shoot midrange with them.

I used a set of pin gauges and I wet patched them with my paper. I test fit them in the throat of my rifle before deciding on a diameter. The Badger is a .38-55 with a 1.5 degree leade, and I don't know about the other rifle, a .38-50 RH. I bought the rifle and tried the bullets. It shoots like magic so I have not cast the chamber.
