This may be right as we have shooters in our club who say one needs the magnum primers and others who say no.
My best guess is as follows: The powder is covered with graphite which accounts for the dust we see over recently poured powder. Some of this dust enters the primer hole and forms a bridge, which makes ignition erratic, therefor erratic results downrange. Mag primers reliably break up this bridge and cause uniform ignition.
Over Primer Wads (OPW) stop the carbon bridge and therefor its maleficent effects.

Think about this-When smokeless came out. The primers had to be 'pumped' up in flash to light-off the new powder.
You just don't have that issue with BP.
I use coffee filter wad over the primer at the bottom of the case. The target at 600 yds and my crono say it's a good thing to do.
I only use std CCI br2 or Fed match LR primers.

if you are a hunter, and the govt bullet shoots, just use it.
always favour tight groups over speed.
for me, one harder wad has always shown better accuracy, but others differ on this.
you just have to suck it and see.

I screwed up and ordered the BACO .50 caliber punch for wads. Guess I need to order the .40 now (for 45-70) instead. Cheers, Doug

A .38 wad punch will make very nice wads to drop into the 45 case and they center up quite nicely in the bottom of the case.
