Yes, 95% tin and 5% antimony leadfree solder. Kurt experimented with and used 18-1 I believe. It seems to yield a bullet that obturates to groove diameter well and also resists nose setback well based on his recovered bullets.
I am less fussy about these .40 caliber bullets because the design does not have a long slender nose. In my .45-70 with the long nose of my elliptical (profile) I have use this 17-1 alloy and my 10 lbs. of soft lead to 3 lbs. of linotype. My linotype supply got low and I bought a good supply of solder and have been using that and it is working well. The 17-1 will check softer than the 11 BHN that I used for years, but it seems to hold up well. I have not recovered any bullets to verify what they look like after firing.
