where the author describes the chase patching system he refers to the "ball seater"
the picture clearly shows what is a breech seater.
in earlier times a ball seater was a tool to seat the bullet in a charged case to a certain depth, now referred to as a seating die.
without the picture we could be excused for thinking the latter.
of course a chase patched bullet could be loaded into a case, (backwards) as they were loaded thus in long range muzzle loaders with false muzzles.
either the false muzzle or the leade angle would press the paper onto the lead alloy enough to make it grip and slide into either the throat or the muzzle.
