I don't have Seth Cole paper but the cockle finish long grain is a is a very good paper for patching, but a lesser diameter bullet would be better for it so you don't have to cam the round into the chamber or size down the bullet. Sizing down a bullet is the last thing I like doing. But that diameter would smile breach seating that .403" diameter bullet.
I use Southworth 9# 29-D that is 75% cotton .0018"thick.
Southworth 7-1/2# 8-D is 100% cotton .0018 thick. and 700 CPL copy paper 25% cotton .0016" 9#
I have a .40 bullet that is .395" and .0018 is still a snug fit.
There is always a custom sizing die but that is the last thing I would use.
