It will be a hard push into the throat, especially if the chamber has a 45 degree chamber end. It will be .003" over bore with that paper.
.0018" paper for that bullet would be a little friendlier. .003 over bore would be a snug push even with a Highwall action that will cam the round in to help seat the round.
