That 2014 report isn't quite accurate. But part of the problem came from the NRA match director decreeing in 2013, that there would be no awards for scope. So a number of folks that always shoot scope didn't bother to go and shoot for nothing. There were 5 scope in 15, and at least 2 in each of the midrange matches.
A wise man can always be found alone. A weak man can always be found in a crowd.
