RE: Paper Wet or Dry?
Stephen I wet the patches by putting them on a sponge in shallow tub full of water. Then lay the patch out on a rubber conveyor belt block, smooth the paper and roll the bullet on the patch. I set the patched bullets up to dry in one of those plastic bullet blocks like they sell handgun ammunition in. Usually the next day the patch is dried and set up hard, ready to load. The difference in diameter isn't noticeable , but (to quote an ancient Ideal catalog) the paper is sized.
